I talk a lot about the problems created by a lack of meaningful economic development in our region. Santa Teresa and El Paso are seeing huge benefits for their people that it appears Las Cruces is unable to connect to. 
I hope you are aware of this publication as it highlights so much of the potential we can benefit from due to our proximity to the US/Mexico Border.

Our West Mesa Industrial Park and our airport are ideal if marketed correctly. I realize  the huge accelerator for both locations would be an I-10/I-25 bypass that connects to I-10 near the fairgrounds. As the Union Pacific Rail Terminal north of the Doña Ana County airport continues to expand the necessity of that bypass will become necessary if NM just opens its eyes to a bigger picture. Right now all the growth in the Santa Teresa area actually benefits El Paso more than us to the north especially with the upcoming build of the Border Highway Connector between Santa Teresa and Paisano/375Loop.
I suggest getting in touch with Union Pacific Railroad in order to learn about their plans for the Santa Teresa and the Picacho Peak AZ Rail Yards as sorting destinations to offset the lack of capacity in the CA Riverside area.
