The city government should not be involved with funding housing.

The homeless had roofs over their heads before they became homeless.

Their problem is not lack of buildings. It is various other causes.

The city should stay out of this because of lack of competence. If not, it needs to have a study conducted such as a system design and analysis before spending taxpayer dollars on what is likely to be a waste or worsening of the problem, or creation of new problems.
